NAPCA tells Congress why SCSEP is important and valuable to our communities!

    As the only job training program focused exclusively on helping older Americans return to the workforce through temporary paid work experiences that can lead to unsubsidized employment, the National Asian Pacific Center on Aging (NAPCA) knows firsthand the impact of the Senior Community Service Employment Program (SCSEP) within our communities.  As Congress moves forward with its FY18 appropriation process, we took the opportunity to tell policy makers why SCSEP is important and valuable to our communities!

    As part of NAPCA’s #SCSEPSuccess campaign, we collected over 755 comments in English, Chinese, Korean and Vietnamese from Asian American and Pacific Islander (AAPI) older adults in seven states.

    The Senior Community Service Employment Program (SCSEP) is the only job training program focused exclusively on helping older Americans return to the workforce. The program assists low-income unemployed adults aged 55 years and older by providing job training through temporary paid work experiences that can lead to unsubsidized employment. Older workers are critical to the American economy, making up 35 percent of the U.S. labor force by 2020.     Expanding the eligibility age for the Earned Income Tax Credit (EITC)

    In April, the National Asian Pacific Center on Aging (NAPCA) participated in a postcard campaign led by the National Coalition for Asian Pacific American Community Development (CAPACD) asking elected officials to expand the age range for eligibility for the Earned Income Tax Credit (EITC), which helps more than 27 million eligible workers and families receive tax credit refunds.

    Eligibility for the EITC is presently based on a worker’s income, their number of dependents, and age requirements (25-65). Refunds range from a maximum credit of $506 (for households with no dependents) to $6,269 (for households with three or more children). The average refund credit is $2,455.

    In 1963, we began to acknowledge the contributions of older people by using the month of May to celebrate Older Americans Month (OAM). This annual observance offers the opportunity to learn about, support, and celebrate our nation’s older citizens. This year’s theme, “Blaze a Trail,” emphasizes the ways older adults are reinventing themselves through new work and new passions, engaging their communities, and blazing a trail of positive impact on the lives of people of all....     SCSEP Success

    Last year, we celebrated the 50th Anniversary of the Older Americans Act (OAA), signed into law in July 1965 by President Lyndon B. Johnson. Over the past 50 years, the OAA has provided a national network of aging services and funding that helps older adults to live and thrive!

    While the OAA is just one act, there are many services authorized to maintain the health and well-being of millions of seniors age 60 and older. Some of those vital services are home-delivered and congregate meals, caregiver support, preventive health services, transportation, job training and elder abuse prevention.
